SPEA – Smart Procurement European Alliance
The European Smart Public Procurement Alliance aims to implement the public procurement of innovative solutions in the field of energy efficiency in municipal buildings across partner cities: Barcelona, Eindhoven, and Birmingham.
The initiative seeks to stimulate demand for innovation in this area while fostering more effective and higher-quality public services. It promotes innovation within public procurement processes, enabling municipalities to act either as direct beneficiaries or as clients of the contracting authority.
ARCbcn–WATTEGA contributed to the development of the project through the implementation of innovative energy efficiency measures, primarily based on advanced energy management strategies. The project included a firm commitment to achieving a guaranteed energy savings threshold across ten municipal libraries in Barcelona, ensuring measurable performance improvements and long-term operational efficiency.
